Gary Percefull

Gary Percefull is president of The Scissortail Group Ltd. public relations, communications and special events consulting firm in Tulsa, Oklahoma.

Mr. Percefull is actively involved in several community initiatives and organizations – many of them focused on community building and positive youth development. “I think it would be very hard to accomplish one without the other,” he believes.

His credo and that of The Scissortail Group is: “Make a difference. Make it happen.”

Personal Background

In 1970, Mr. Percefull moved to Tulsa with his family – his father worked for Cities Service. His mother and father, Marilyn and Ron Percefull, still reside in Tulsa, as do his two brothers Steve and David Percefull. A sister, Linda Daigle, resides in Louisiana. He has a son, Ronny, who resides in Tulsa, Oklahoma.

Mr. Percefull graduated from Tulsa Memorial H.S. in 1972. He attended the University of Oklahoma where he earned a Bachelor of Arts degree in journalism. In 1976, he began a 15-year career writing for the Tulsa World where he covered a wide range of subjects including government, politics and business. During this period, Mr. Percefull also owned and operated two horticulture-related businesses and served as a member of the board and president of the Oklahoma State Nurserymen’s Association. Active in the Tulsa Chamber’s Small Business Council, he was named Small Business Media Advocate by the Chamber and the U.S. Small Business Administration, and was appointed to the steering committee of the Governor’s Conference on Small Business.

In January 1991, Mr. Percefull opened a professional writing and public relations consulting practice known then as Percefull Company. The firm evolved to The Scissortail Group in August 2000, when it moved its offices from downtown to a 65-year-old house along Historic Route 66 in southwest Tulsa.

Mr. Percefull is married to Linda Jordan. Ms. Jordan is Co-Owner of The Scissortail Group Ltd. and operates Scissortail Financial Services. She is a graduate of Leadership Tulsa (Class XXVI) and serves on the boards of Hospice of Green Country, Townwest Sertoma Club and the Tulsa Volunteer Center.

Positive Youth Development

As a board member of the Community Service Council of Greater Tulsa, Mr. Percefull participated in the genesis in 1999 of the East Tulsa Prevention Coalition coordinated by CSC’s Area Prevention Resource Center (APRC). Since ETPC’s formation, he has served on its Steering Committee, co-chaired its Public Relations Committee, and worked as an advisor to ETPC’s Youth Committee at East Central H.S. He has also chaired the ETPC-sponsored Recycle Olympics, a positive youth activity for Tulsa-area students during the fall break. He is active in ETPC’s Youth-Adult Partnership Initiative at East Central. Mr. Percefull was selected by the East Central Senior Class to be commencement speaker in May 2002.

The Scissortail Group has been actively involved with the Partners in Education program by "adopting" Park Elementary School in Red Fork where the company sponsors the monthly "Scissortail Citizenship Awards".

Mr. Percefull and Ms. Jordan also have been active in the Oklahoma Conference for Community and Justice's "Anytown Oklahoma" youth leadership program and have served as advisors at Camp Anytown.

Mr. Percefull serves on the steering committee of JumpStart and the Tulsa County Partnership for Early Childhood Development. He also serves on the Community Schools Task Force and as a member of the steering committee of Step Up Tulsa!

Recently, he served on the steering committee of the "Building a Safer Tulsa" Gang Prevention Summit convened by Mayor Kathy Taylor and U.S. Attorney David O'Melia.

Tulsa Public Schools

Mr. Percefull served on TPS' Suspension Talk Force (2001-2002) and in that role promoted the concept of developing community coalitions similar to ETPC to bring educators, parents and other concerned adults, assistance organizations, faith communities and governmental entiti6es together to build communities and families.

Mr. Percefull was elected to a four-year term on the Tulsa Public Schools board (Office 1) in February 2003. He was elected vice president of the board in 2005 and re-elected in 2006.

Mr. Percefull serves on the TPS board's Policy & Finance Committee and Human Resources Committee and the district's Wellness Policy Committee and Hispanic Advisory Committee.

The company’s clients include individuals, labor and non-profit organizations, small and large businesses, political and issue campaigns, and public officials. Mr. Percefull is registered as a lobbyist with the Oklahoma Ethics Commission.
